IRAS Payroll & AIS Guide
Everything Singapore employers need to know about the Auto-Inclusion Scheme (AIS), IR8A filing, and employee tax compliance.
1. What is the Auto-Inclusion Scheme (AIS)?
The Auto-Inclusion Scheme (AIS) for Employment Income is an electronic reporting initiative by the Inland Revenue Authority of Singapore (IRAS). Under AIS, employers submit their employees' annual employment income information directly to IRAS. This information is automatically pre-filled into employees' tax returns, simplifying individual tax filing.
2. Who Must Participate in AIS?
Participation in AIS is mandatory for employers with 5 or more employees (including full-time, part-time, and company directors). Employers with fewer than 5 staff are encouraged to join voluntarily to streamline HR operations. Once enrolled in AIS, participation is permanent.
3. Key Tax Forms for Employers
- Form IR8A: Primary annual return reporting employment income, bonuses, director fees, and employee CPF.
- Appendix 8A: Mandatory report for non-cash benefits-in-kind (e.g. accommodation, car benefits, utilities).
- Appendix 8B: Gains from employee share option plans (ESOP) or share ownership schemes (ESOW).
- Form IR8S: Details of excess or voluntary CPF contributions made by employer or employee.
4. Key Deadlines & Penalties
The annual submission deadline for AIS employment income data is 1 March of each assessment year. Late submission or incorrect reporting can attract penalties up to S$5,000 under Section 94 of the Income Tax Act.
5. Tax Clearance for Foreign Staff (IR21)
When a non-Singapore Citizen employee (Employment Pass, S Pass, or Work Permit) ceases employment or leaves Singapore for more than 3 months, the employer must file Form IR21 at least 1 month before departure and withhold all monies due until tax clearance is granted by IRAS.
